MINUTES OF MEETING
July 10, 2003
PRESENT: Acting Chairman Stan Brehm, Ron Lesieur, Mike Stamowlaros, Dave Colbert, Fred Chagnon, Peter Wade, Brad Towle and Secretary Andrea Deachman
Chairman Brehm introduced the Board and asked the members of the Board to review the minutes of June 5, 2003.
Motion was made to accept the minutes with the change of the date to June 5, 2003.

Site Review – increase in foot print of building

Abutters Present: Freda Jones, for her sons.
Mr. Giuda present plans to the Board that were requested for keeping in the office files,
Parking lot where the handicapped area will be will have appropriate signs.
Motion was made to accept the plan.

Abutters Present: Jeffrey Pullen, Gail Stamowlaros, Janet & Raymond Labbe, Denise Gray, Ewen MacKinnon, Ray Houle, Shirley Waters.

Webb Stout presented the plans to the Board, Mr. Stout followed the letter from the town engineer and his changes, Robert Rook did the same with the letter from the town engineer on the layout of the road and entrance issues he was dealing with.
There were still concerns about the entrance/exit onto Bailey Road. Bailey Road being paved in its entirety, the spring in the middle of Bailey Road, the removal of the cul-de-sac at the end of Connamara Drive when project is finished. The tax map seems to show a lot more wet lands than the plan.
Chairman Brehm would like to walk the property with the town engineer, Mr. Stout and any members of the Planning Board who wish to be present.
Public Hearing will be continued until August 7, 2003.
PUBLIC HEARING: Doug Hamel
Subdivision
Map 2, Lot 41-273, Staniels Road
Abutters present: Paul Dandurand
Mr. Hank Amsden presented the plans along with Mr. Hamel.
This subdivision has part of one lot in the adjacent town of Pembroke. Mr. Hamel has chosen to remove one lot from the subdivision as previously reviewed by the Board.
Motion was made to accept the subdivision with state approvals and the approval from the town of Pembroke.

PUBLIC HEARING: Profile Builders/Concord Motorsports
Site Review – New Business
Map 4, Lot 166, Dover Road
Lynn Zabrowski presented final plans to the Board.
The new design shows how and where the water from the state culverts will be diverted. Septic and well areas are defined. They are only disturbing a small area of wetlands.
The copula has been removed from the plans. We will deny the copula so they may request appeal from the Board of Adjustment if they wish.
Signage will be mostly on the building. Parking is more than adequate and handicapped parking will be marked. Lighting will be as minimal as possible.

Motion was made to accept with approvals from the state; driveway, septic and wetlands.

Mr. Dandurand presented the Board with final plans for this one lot subdivision.
Soil types are reversed and need to be fixed.

DESIGN REVIEW: Bruce Luksza
Site Review 6 Condo Units
Map 9, Lot 19, Swiggey Brook Road
Abutters present: None
Mr. Luksza presented plans to the Board for this project.
The Board was in agreement that they needed to deny the project because the current zoning states that the units need to be attached, Mr. Luksza plans have detached units.
Motion was made to deny based on the current zoning for this type of project.

Site Review – Hotel
Map 9, Lot 19, Swiggey Brook Road
The Board was in agreement that only one item on any single parcel of land would be reviewed by the Board. Therefore this item will not be considered by the Board at this time.
DISCUSSION: Carl Mahlstedt/Goosebay Lumber
Site Review – Porch & Storage Shed
Map 4, Lot 157, Dover Road
Mr. Mahlstedt explained to the Board that he would like to add on a 32’ X 24 ½’ porch to the office building. He also would like to add a storage shed.
The Board agreed that the porch did not need a site review a building permit is all Mr. Mahlstedt needs. Site review however will be needed for the storage shed.
Design Review/Public Hearing will be set for August 7, 2003.
DISCUSSION: IMPACT FEE WAIVER WORDING
The Board discussed removing the waiver completely or changing it to be 62 and older only.
Discussion on the Shaw property was brought to the Board and has been continued to August 7, 2003 meeting.
